Formutating Iran’s Intellectual Property Rights Strategies

Nowadays, IPRs are one of the main and essential issues of all countries.  Since IPRs interact closely with important issues such as human rights, public health, agriculture, education, trade, industrial policies, biodiversity management, biotechnology, information technology, and the media; they play a critical role and require special attention. Undoubtedly, protecting IPRs affect all human development aspects; therefore, they must be seriously considered when adopting related policies. Protecting traditional knowledge, folklore, genetic resources, agricultural produce as instances of IPRs can stimulate new ideas and developments. Hence, determining IPR strategies in the Islamic Republic of Iran is one of the most significant studies to be conducted. In order to decide upon the strategies for each of the major issues in the country, one of an essential needs is to recognize and determine the contributing factors. 
The main issue in this study is IPR formulation on the basis of governing laws and regulations, values and mission as well as the significant intention of the supreme leader. So the main question is what the integrated IPR strategies are by considering both internal and external contributing factors. Accordingly administration & legal structure of IPR in the Islamic Republic of Iran, as well as international standards on IPR, must be considered followingly. The research is conducted on the basis of the mixed method which is including both quantity and quality in terms of data and related information.
In this paper, efforts are made to scientifically determine the contributing factors by referring to experts and specialists. So the questionnaire is distributed and the expert and specialist points of view are collected. Followingly the collected data and information is processed and analyzed through SPSS software. At the next stage to formulate the strategies, it is done within the SWOT analysis. For this purpose, the external environmental factors (opportunities and threats) and internal environmental factors (strengths and weaknesses) are determined through expert contributions and analysis. Then these factors were evaluated in terms of their value and importance in the considered strategy. At this stage with the Strategic Position and Action Evaluation (SPACE), the favorable position was found and with considering this position the relevant strategies have been formulated. Since in this study we have found our status in WO position, so this type of strategies must have got great importance and value.  Followingly with Quantitative Strategic Planning Matrix (QSPM) each of the strategies has been compared with the opportunities, strengths, threats and weaknesses that were established previously.
Finally, the total average score that each of the strategies has got through this evaluation and comparison is calculated and they are prioritized in terms of their scores. We concluded the paper as we have set 15 scored strategies which result from the above mentioned analysis, comparison and evaluation.
