Due to the present bottlenecks in Iran’s electricity industry, such as energy inefficiency, the absence of active private sector, and …, restructuring of this industry is considered inevitable. The purpose of this paper is to show that small – scale power plants with 25 megawatts capacity is both feasible and more efficient. In addition, due to the limited capital requirement, it has a good chance of attracting private investments and making the market more competitive.
