Abstract

This study tries to identify main reasons to make business owners to quit business licenses permits in their enterprises (businesses) in our country and whether these reasons are related to rules or administrative process,.So one of the main purposes of this study is that what are these factors? Other part of this study considers governmental policies and macroeconomic decisions which are taken by policy makers and the impacts of these policies on reaction of business owners to get business permit or not.

Also it tries to consider some measures which were taken by government to avoid business unit’s activities that are without business license permits especially in recent years and how much these measures were successful?

This study focused on instructive and constructive lessons from other countries’ experiences that are related to business permits. In other words, this study identifies some ways or policies to make small and medium-sized enterprises try to get business licenses. We gather related data and information by questionnaire about business permits from two groups, business owners and experts. we also use all of these results to offer some measures which should be taken to solve this problem (lack of business permit in business units) and demonstrate suitable policies and advices to policy makers and government.
